LEGAL NOTICE – Not a money question

Hello, now that I am more comfortable with the AFV/Money aspect I do not need to ask about that for the moment.
(Although is font important on the all Legal Paperwork?. I see TIMES NEW ROMAN IBM Selectric Typewriter Font all over those Docs and it could look and read better.)
Main question.
When is the time to file my LEGAL NOTICE - Declaration of Rights Notice at my local county Courthouse?
Should I do it now even though I am going through CAFV Remedy or wait a while just in case DOJ is notified of this new aspect to me that they don't need to know about just yet?
I want to do it as a defence and also to see how the County Clerk's underlings reaction to such paperwork. This will be a gauge to see how they take other filings in future. I hear some resist and toss a fit while others it's like, "Ho-hum".
