Has anyone been able to trade promissory notes for a line of credit with a bank or brokerage house?

I have heard discussion about this from some of Winston Shrout's seminars and I would like to know if anybody has any further information about this process. I called Fidelity and they said they do not deal with promissory notes anymore. Thank you.
