Including Declaration of Trust

I notice in the "SPC TRUST INSTRUCTIONS" in the redemption manual step 2 mentions not including the security agreement and declaration of trust because they are private agreements between parties and it is unnecessary to put them into the public venue at this time. It says it is referenced by item number in the UCC 1 but upon reading the collateral section for the UCC 1 document it only mentions the item number for the security agreement and nothing about the declaration of trust. Also the declaration of trust doesn't really have any sort of reference number. Will the declaration of trust not actually be included in the UCC 1 because it's a private agreement? Why would the security agreement be referenced and not the declaration of trust?
