Certified Mail Refused by Agent?

  I was in a traffic senerio where I was injured about a month ago. I sent a CAFV, affidavit, Letter to DOR which was signed for by the agent and prosecutor, the pros. drops charges 4 hours after receiving the mailings.

I send my first Op. to Cure via certified and the agent refused the mail peice which will be sent back, the prosecutor signed for the Op to cure. (I sent these to the Agents Home Address and the Pros. office)

Can I accept the agents refusal as dishonor and continue to default judgment or should I immediately send it to the headquarters he's based out of so I get acceptance by reciept of an authorized agent?

I do not want to hinder Tort proceedings.... Does anyone have experience with this?
