Notice of Penalty Charge from IRS

I recieved a letter from the IRS titled "Notice of Penalty Charge". Stating that I am being charged $5,000 for filing a "Frivolous" tax return. The letter states the payment is due in two weeks. February 3rd, 2025. The letter is not certified.
Do I need to respond to this? What resource should I use to respond?
