Authenticating Apostille Public Minister of Justice

I posted a few months back concerning Michigan Secretary Of State has refused to Apostilize this document claiming it doesnt meet "Legal" standards. First off, Secretary of State and/or their clerks are not "Attorney's" or have any kind of authority to determine what is legal. So my question is this: If I was to attach a certified copy of my UCC-1 filing to the Apostillfor all e paper work will this in effect cause the Secretary of State to accept and filing of the Apostille Public Minister paper work?   Thanks for all your help, Palazzorospo
