Classes???

Are there classes available that teach the proper, lawful ways to move in commerce and write instruments/documents and how to transmit them through the system? For example is the Treasury considered a "bank" as defined by the UCC and to whom payment orders, fund transfers, ect. are addressed via the TDA or does a Federal Reserve Bank act as intermediary throughwhich all "credit" transfers?
