do these statements contradict

Right to distrubution pg. 97 1st sentence Trustees have discretionary power to make distribution from this organization with out reguards to equality of certificate holders except for final liquidations. Paragraph A last sentence No person having or controlling a majority vote on board of trustees, however, shall have or process any right to distrabution from the trust of state. These two statements seem to contradict themselves, could you please explain.
