Filing UCC-1 by Region

Through my readings I understand that I may file with the state I'm currently sojourning in, VA and would need to notify the state of my birth,DE. If I file by Region, Would have to do Region 5 & 6, and send them to the respective states, New York and Florida for regional file? If I file by Regions, would I still need to notify DE and VA Secretary of State, or would they acknowledge the filings per Article 4, Section 1 of U.S. Constitution?
