Incarceration with a Military Detainer for Parole Violation

My husband is currently incarcerated, working on filing his paperwork for SPC, with a release date in 2019. However, he aso has a military detainer for a parole violation from 1985. He was charged and court martialed for possession while stattioned in Germany. Once SPC process is complete is there a way to discharge this federal case since drugs are specifically listed in CFR 72.11?
