IRS/ tax exemption!

THE IRS IS SAYING THAT, I DONT QUALIFY FOR BEING EXEMPT ANYMORE! they havent brothered me in 4 years! I NEVER SIGNED A CONTRACT WITH THEM! can I REQUEST FOR THEM TO PROVIDE ME WITH A CONTRACT AND A WET SIGNATURE!! ALSO DO THEY HAVE TO SHOW ME IN WRITING WERE IT SAYS I HAVE TO PAY THIS!
