Master treasury spc bond recorded or private?

My husband wanted to know does his master treasury spc bond need to be recorded in local County Clerk of Court to be able to discharge? We are not sure. We thought this was meant to be private. Everything we have read does not state this but, people who have done this, said it needs to happen. We thank you so much for the clarification.
