notice of understanding and claim of right in the united states

1: after looking in the your Mega Information Resource downloads I saw a few things that seemed a little different from what I am doing to become a secured party creditor. My first question is when it comes to the notice of understanding and claim of right in the united states. Who do you mail the forms to to get that working as i have read a lot about it but haven’t seen any one post on where to send the forms. also the form for the claim of right and notice of understanding can not be downloaded can someone fix that as well. it is in the sovereignty/notice of understanding. It says something is wrong with the file every time you try to open it up.
