PASSPORT

Does any one know how to properly fill out a passport application to where you will be considered a non-u.s. citizen/national. I was told that you check non u.s. citizen for parents info and yourself. Also ssn is all zeros. 000-00-0000. Is this correct?  Also, does anyone know how to file for a(n) international drivers permit?  Thank you all for your time.
