PRIVATE INDEMINTY OFFSET & DISCHARING BOND

What is the purpose of sending your Accepted for Value Birth Ceritificate and PRIVATE BOND to The Department of Treasury if you are not able to use it/access it? I have read the Redemption Manual, BUT it does not indicate whether or not to use the bond and how to use it and what its purpose is....Help please.
