Bonds in relation to court matters?

if u want to get a person released from prison who is a SPC and their filing is a maritime lien with a commercial chamber and you have the CUSIP Number(s) for their bond as well, as their power of attorney could you add on any/all documents for their court case to their filing as collateral via amendment and go down to the U.S. district court and resubmit the GSA Bonds with the TRUST as the principal and an International Bill of Exchange and ucc-3 assignment to discharge the debt and close the account and give the U.S. Marshals a court order to repossess the vessel (person in prison) in accordance to Rule E of the Supplemental Rules for Admiralty or Maritime Claims or do you have to put the holder of the bid bond on notice first and get them into default?
