removal of criminal case lien

Are there any processes that cause the recalling of the securities and dissolving/removal of the criminal case lien on the strawman by the government (U.S.D.C. / U.S. DOJ) that is reflected in the INTERNAL REVENUE SERVICE individual masterfile? (this lien is used as collateral for the criminal bonds)
