SOVEREIGNTY PACKAGES AND WHOM TO SEND THEM TOO

I am building my sovereignty packages and need the names and addresses to whom I need to send them to. Is it possible to E-Mail thses packages with a confirmation receipt of some kind?, or is Registered or Certified Mail the only way to go? Would you please tell me what I need to do?”
