SS-4 form

In the Redemption Manual - Operating Secured page 53 lists "N/A" as the name of responsible party(7a). It then in (7b) does not provide a social. On the IRS.gov site it states "The person applying online must have a valid Taxpayer Identification Number (SSN, ITIN, EIN)." Could someone validate to the correct proceedure.
