Tort Claims

Has anyone filed or know of anyone who has filed and won a tort claim agains the govenment for wrongful imprisonment? I have a friend who was incarcerated for 37 months and is being told by Sovereign Connection Tort department that he can file a tort claim against the government. If succesful, he will get the bonds in his case and can sell them or invest them. According to Sovereign Connection, his bonds are worth approximately 14-17 Million.
