TreasuryDirect.gov Account with Secured party?

Hello,
I am wondering why do you all recommend opening a treasurydirect.gov account with the secured party process? What do you use it for? Is there a way to do a bankers acceptances on the bills, and deposit them into treasury to credit the treasurydirect.gov acc?
