what to do if 609 validation letters also did not work?

Hi, My efforts with the validation letters seemed to have gone in vain! The credit bureaus are highly unethical and side with the unethical so called creditors. I have heard of certain types of affidavits that can be recorded locally and sent along with the validation letters to force bureus to comply with the laws and remove character defaming information from one's credit profile. The question is, does anyone have any such document that would help me? By the way, I am a SPCPB and any help from anyone of you who is experienced with this will be greatly appreciated. Thank you!
