Chronological Order/Is This Correct?

Can someone please just give me a breakdown of the chronological order the documents for the SPC process should be sent/completed? Why are the simple answers the hardest to come by? This is the best I can figure:
  1. Sign Declaration of Trust (date this is signed is date trust is funded?)
  2. Get an EIN (using date from above as date trust was funded?)
  3. Sign/notarize Security Agreement
  4. Sign/notarize Hold Harmless & Indemnity Agreement
  5. Sign/notarize Common Law Copyright Notice
  6. Sign/notarize Form 56 (both copies)
  7. Sign/notarize W8BEN
  8. Sign Collateral Bond and Durable Power of Attorney for Securities and Savings Bonds Transactions
  9. Electronically file UCC1 financing statement in my region including eveything above except for the Declaration of Trust (up to this point everything should be able to be done on the same day?)
  10. Now send the a. Cover Letter to Melba Acosta b. Order for Deposite and Management and Investment c. $100,000,000 Bond d. Birth Certificate (with Accepted for Value stamp filled out fully) e. Treasury Direct Account Authorization f. Durable Power of Attorney for Securities and Savings Bonds Transactions g. Form 56 (both copies) h. W8BEN and affidavit
Everything from step 10 goes first to Melba Acosta, then to Jacob Lew's successor Steven Mnuchin, then to Chief information returns branch at Enterprise Computing Center-Martinsburg, then to the Secretary of State for the state I live in? This still doesn't cover everything like the other trust documents (bill of sale, trust certificate registry, executed and accepted as trustee, etc.) and the Legal Notice and Demand, but if someone can please help me get my ducks in a row I would greatly appreciate it.
