How to do I get my question answered properly, do I E-mail???

I see all this stuff and places for different states but there's really no specification of what order or even how to do any of these things? I've asked questions similar to this many time and gotten little and one time no response even through email? I feel like this site has more of a "we can prove it through documents" feel instead of actually helping people with the stuff you claim.   God bless
