I need to file a UCC-1 on someone else's behalf…

I have a final judgement and notice to file on someone else's behalf.  I must file from a distance using the UCC-1.  I know SFS uses Colorado's Secretary of State for a reason but I live in Washington State.  Washington State was once the preferred place to use but appears it isn't anymore.  I need to get this done with a quickness!  Any help appreciated in advance.
