How do I move my money from where it is, to a bank account, a Fidelity Bank account?

I am a newbie, please forgive me.

I am trying to move some money, let us say $500.00 USD, from my US treasury within my birth certificate bond, to the Fidelity account. To be able to accomplish this, I need to know the CUSIP number, and other numbers associated with the routing number and account number. I also want to know my balance and access the transaction history that this sovereign movement says is true, and says that the government has held for a long time. But, how do I discover this information?

I understand that the CUSIP number has to do with my birth certificate number and a combination of who issued that bond. If so, then say my first six digits of the cusip are 933449 (example numbers). Say, I get this 6 digits from my birth certificate. What would be the final 3 digits? Because everything that I have "guessed" at to put in, has not worked.

So my birth certificate number will show 112-80-933449. (112 is for Illinois, as I understand it. 80 is the year of my birth. 933449 is the last six digits on my birth certificate.) Therefore the is the cusip number something like 933449USG? Is that right?
