Opening a Trust Bank Account

Hello I am currently a second trustee in my brother's estate whom is currently incarcerated. My current issue is that the banks are giving me a hard time trying to open a Trust Bank Account on his behalf. Can some one please give me some insight on this matter. Thank you in advance.
